A person or an agent can read the rule any market settles under before risking capital. It is designed so the house cannot rig it: a market settles from committed ledger state, or from an answer carried by enough independent routes, and the venue only reads and settles. Nothing else authors a result.
The rule classifies every market at creation. Class A settles as a pure function of recorded state, no oracle in the process. Class B needs an outside answer and settles only when that answer clears four floors of measured independence. A market that can do neither is refused at creation, with the reason printed, before any money enters.
